Noise behaviors and Aviation Noise Control Project

Since there is still much room for improvement regarding the performance of aviation noise monitoring stations and centers at various airports in our country, this Project is expected to assist and guide county (city) governments to conduct performance check-up on aviation noise monitoring stations and centers, enhance the quality of aviation noise monitoring, and continually maintain and update the functions of auxiliary tools for aviation noise data interpretation for county (city) Environmental Protection Bureaus (EPBs) to use when conducting check-ups in order to effectively and accurately conduct check-up on aviation noise monitoring data at various military, civilian and military-civilian airports and update the “Aviation Noise Control Subsidy Databases” to make the information on noise control subsidies for airports transparent to the public. On the other hand, since the speed of wind tends to affect the perception of aviation noise, this Project also explores the experimental feasibility of aviation noise measurement values under different wind speeds and tries to propose an experimental method for measuring aviation noise levels under different wind speeds or a wind speed over 10 meters/second. Furthermore, since the noise problems faced by various counties (cities) also involve local characteristics, such as localities and public perception, Articles 8 and 9 of the Noise Control Act authorize various county (city) governments to announce control measures based on the necessity of noise problems within their jurisdictions. This Project is expected to conduct research and analysis on noise petition cases repeatedly complained about by the public and evaluate the feasibility of possible control measures. In addition, this Project is also expected to conduct control procedures for noise-related tech-group projects and assist in controlling the progress, content & results, matters needing assistance, and highlights of next stage of various projects in order to make sure that the execution content is not swerving from the original plans or policies, so as to enhance the quality of various projects. Project objectives 1.To complete research and analysis of controlled matters announced by various county (city) governments based on behavior approach or standards. 2.To complete assisting and guiding county (city) governments to conduct performance check-up on aviation noise monitoring stations and centers. 3.To complete maintaining and updating the functions of auxiliary tools for aviation noise data interpretation. 4.To complete proposing an experimental method for measuring aviation noise levels under different wind speeds. 5.To assist in conducting control procedures for noise-related tech-group projects. Work content 1.To research and analyze the controlled matters announced by various county (city) governments based on behavior approach or standards pursuant to Articles 8 and 9 of the Noise Control Act. 2.To assist and guide county (city) governments to conduct performance check-up on aviation noise monitoring stations and centers in order to enhance the quality of aviation noise monitoring. 3.To maintain and update the functions of auxiliary tools for aviation noise data interpretation for county (city) EPBs to use when conducting check-ups. 4.To propose an experimental method for measuring aviation noise levels under different wind speeds or a wind speed over 10 meters/second. 5.To assist in conducting control procedures for noise-related policies and tech-group projects. 6.In case this Project invites committee members to review related cases or attend meetings, the review or attendance fee and traffic allowance should be paid at the scene in cash. 7.In case this Project involves the development, function expansion or maintenance of the information system, please refer to related supplementary provisions on information system in the Guidelines for Evaluation and Selection.
